Sports-betting regulation in Zambia
The Betting Control Act, Chapter 166, establishes the Betting Control and Licensing Board. The Board issues bookmaker licences, may attach or vary licence conditions, and can suspend or cancel a licence. Unlicensed bookmaking is prohibited.
Before registering, find the operator’s Zambian licence information and exact legal company name. Check that the name on the licence matches the business identified in the website footer, app, terms and cashier. A brand name alone is not enough. This guidance concerns sports betting and bookmaking under the Betting Control Act. Zambia’s legal structure is fragmented, so casinos, lotteries and other gambling products may be governed by separate laws or oversight. Section 22 prohibits bookmakers and their agents from betting with anyone under 18. People under 18 are also barred from licensed betting premises. Betting accounts and apps are therefore for adults aged 18 or older.

ZMW deposits and withdrawals
Relevant mobile-money services include Airtel Money, MTN MoMo and Zamtel Money, which is also branded Zamtel Kwacha. Their national popularity does not prove that every bookmaker accepts each service. Check the live cashier before opening or funding an account.
Making a mobile-money deposit
- Open the operator’s cashier and confirm that the account currency is ZMW.
- Select an available mobile-money provider and review the minimum, maximum and any displayed charge.
- Enter the phone number registered to the relevant wallet, following the operator’s required format.
- Approve the transaction using the provider’s official prompt or menu.
- Check both the wallet confirmation and the amount credited to the betting balance.
The name and phone number on the mobile-money account may need to match the betting account. A mismatch can lead to rejection or additional verification. Keep the transaction ID, date, amount, screenshots and confirmation message until the balance is correct.
Requesting a withdrawal
Complete any required verification, select an available withdrawal method, enter the amount and confirm the destination details carefully. Some operators may require withdrawal to a previously used payment account or to an account held in the customer’s own name. Provider limits, operator limits, fees and maintenance periods can affect availability. Do not assume a method that accepts deposits will also support withdrawals.
How the betting levy may affect cashier amounts
The Betting Levy Act 2025, Act 27 of 2025, commenced on 1 January 2026 and is administered by the Zambia Revenue Authority. It imposes a 5% betting levy calculated on all deposits to and withdrawals from customer gaming accounts. The levy is paid by betting companies, while brick-and-mortar betting companies are exempt.
This does not mean every operator handles the levy identically or deducts it from customers in the same way. Before confirming a transaction, read the operator’s current cashier terms. Compare the amount sent with the amount credited after a deposit, and the requested withdrawal with the amount actually received. Ask the operator for an itemised explanation if the figures differ.
Verification and account protection
Bookmakers commonly request identity and account checks to confirm age, ownership and payment details. Depending on the circumstances, this may involve a government-issued identity document, a photograph or liveness check, address information, and evidence that a mobile-money wallet or bank account belongs to the customer.

Delayed or rejected withdrawals
If a withdrawal is pending, first check the account status and withdrawal history. Common issues include incomplete verification, incorrect payment details, open or unsettled bets, bonus wagering or withdrawal conditions, transaction limits, and temporary provider maintenance.
- Read the displayed status and current withdrawal rules.
- Confirm that the destination account is active and belongs to you.
- Complete legitimate verification requests through the official channel.
- Ask support for the specific reason, required action and reference number.
- Keep copies of chats, emails, transaction records and account messages.
Do not repeatedly cancel and resubmit a request unless support advises that this is necessary. Doing so may restart internal processing or make the transaction history harder to follow.
Complaints and escalation
Start with the operator’s formal complaints process. State the account identifier, transaction reference, dates, amounts and the resolution requested. Save the applicable terms, balance history, screenshots and all replies.
If the operator does not resolve a licensing or bookmaking issue, escalate it to the authority identified on the licence; under the Betting Control Act, bookmaker licences are issued by the Betting Control and Licensing Board. Questions specifically concerning administration of the betting levy or related tax treatment may be directed to the Zambia Revenue Authority. Do not send original identity documents unless an official process requires them, and do not assume escalation will produce a particular outcome.
