Brazil's fixed-odds betting shutdown
Brazil's Medida Provisória 1.394, published on 25 September 2026, has force of law and prohibits offering fixed-odds bets nationwide, including sports events and online games. It bars new funds entering betting accounts, subject to a narrow transition exception for liquidating assets held on 25 September solely to meet closure duties. Betting websites and apps must become unavailable ten days after publication; authorizations expire at the end of thirty days, subject to transition obligations.
After access is disabled, operators have two days to make restitution funds available and send customer-level refund details and proof to payment institutions and the Ministry. Payment institutions then have seven days after receiving the list to transfer amounts due to an active account in the customer's name, preferably the source account. Amounts that cannot be returned through that process go to a specific Caixa Econômica Federal account for later restitution. Open bets unresolved by the ten-day deadline have no effect and must be refunded in full; prizes from bets decided by that deadline remain payable. These rules do not verify an individual customer's eligibility or payment.
The National Congress tracker, checked on 27 September 2026, lists the latest state as awaiting designation of mixed-committee members. It gives 25 September–1 October as the amendment window and 25 September–23 November as the deliberation window; it shows no amendments, no Chamber or Senate texts, and no recorded proceedings in Congress, the Chamber or the Senate. This status may change; check the tracker for later updates. SportyBet's specific refund handling and any customer's status remain unverified. Do not treat historical Pix reports below as current cashier or refund instructions.
The Ministry of Justice’s announcement of 25 September gives 23:59 on 5 October for customers to access platforms and request remaining balances, with service blocking from 00:00 on 6 October. This is the government’s transition timetable, not confirmation that SportyBet’s cashier works or that any customer has received a refund.
SportyBet Brazil before the 25 September 2026 transition
SportyBet Brazil uses the local domain sporty.bet.br. Before the MPV, the Ministry of Finance's authorized-operator material identified SPORTYBET under BLAC JOGOS LTDA, CNPJ 55.988.317/0001-70, process 0011/2024 and Portaria SPA/MF 2.095 of 30 December 2024, amended by Portaria SPA/MF 480 of 10 March 2025. This is primary-source confirmation of the brand/domain authorization record. It does not prove that every feature or customer report described elsewhere has been independently verified. Before the measure, Brazil's national fixed-odds framework required federal authorization; the current exact SportyBet customer Terms were not readable in the available public research.
The official Brazil site displayed, on 26 September, a Portuguese access notice stating that sporty.bet.br is available only within Brazilian territory under local regulation. It directs visitors to sportybet.com/int to check whether SportyBet is available in their country and lists suporte@sporty.bet.br. This confirms the operator's stated territory gate and a public support email; the notice does not itself establish customer residence requirements, account eligibility, a legal clause or transaction success.
The old sportybet.com/br route displays a migration notice directing customers to the Brazil-local domain and describing the 2025 transfer of remaining balances to the registered Pix/CPF key. That is historical transition information, not a current cashier guide. The local Terms route returned only a JavaScript shell or access error through the available reader. The precise current residence, registration, prohibited-territory and contract-dispute clauses therefore remain unresolved here. Do not infer those rules from another SportyBet edition.
Historical account, payment and withdrawal reports
A Brazil market review by Legalbet, last updated 24 July 2026, says its writers read the local Terms and tested deposit, withdrawal and support. It reports Pix deposits and withdrawals from R$1, a R$45,000 per-transaction and daily withdrawal-value ceiling, no daily transaction-count limit, and no fee on ordinary Pix use. The review gives a R$0.50 minimum sports stake, maximum winnings of R$300,000 per bet and R$450,000 in potential winnings per day. These are the reviewer's dated observations or transcriptions, not a current BetAppStore cashier capture; the exact first-party cashier and Terms could not be retrieved to confirm them. No BetAppStore account, deposit, wager or withdrawal was made.
Legalbet also reports that Brazil signup uses email, password and CPF, with email/SMS codes, photo ID and facial verification in its pre-withdrawal identity flow. The same dated review says withdrawals require a four-digit Sporty PIN and facial verification. These are reviewer-reported controls, not a BetAppStore account test or evidence of optional login two-factor authentication. Available public evidence did not establish login alerts, device/session management, withdrawal-address controls, or the local account-recovery process.
Three recent pre-transition reports favor a R$5 Pix withdrawal minimum: Goal.com’s Brazil review dated 24 September 2026, Terra Apostas’ SportyBet review, and Site de Apostas’ list updated 25 September, which identifies SportyBet under BLAC Jogos. Legalbet’s exact-edition review updated 24 July reports R$1. R$5 is the best-supported recent pre-transition estimate, not a current withdrawal promise. Reported maxima and processing times conflict or lack current corroboration. MPV 1.394 bars new funds and requires closure; the operator’s individual restitution route, fees and timing remain unverified. No account transaction was made.
Legalbet transcribed older terms allowing betting/account restrictions and describing customer funds as separate from operational funds. It also reported possible transaction costs when deposits were withdrawn before wagering, without stating an amount. These are historical reviewer accounts, not audited safeguards or current fees. MPV 1.394 revoked the former general statutory funds-separation provisions; its transition text instead requires funds set aside for shutdown restitution to remain segregated. That shutdown rule does not verify the operator’s actual balance arrangements or an individual refund.
Earlier Ministry guidance required settled prizes to be paid electronically within 120 minutes after the sports event or online-game session ended, subject to documented exceptions. MPV 1.394 now governs the transition for eligible open bets and balances. Neither the old prize rule nor the transition deadline establishes a customer-requested Pix withdrawal time. See the Ministry’s dated prize-payment guidance and the transition measure.
Sportsbook and live products reported before the shutdown
Legalbet reports a 6 May 2026 pre-match snapshot of 2,512 events across 525 tournaments and 17 sports and esports categories. In that reviewer's samples, football had a 5.49% average margin (14 tournaments), basketball 6.86% (3), tennis 7.31% (50) and volleyball 6.49% (2); its eight-sport overall average was about 7%. Legalbet compares its football figure with a 6.92% average for 65 other Brazilian operators, but the published summary is not a same-event, same-time comparison that BetAppStore can reproduce. These are historical reviewer calculations, not current prices or a controlled peer test. The review also describes selected SportyTV streams during football, basketball and tennis events, football Bet Builder and early-payout 1UP/2UP. We did not independently inspect stream access, live-market depth, suspensions, price updates or these features on the current local site.
A reported weekly football prediction pool is covered separately below because its rules and prize mechanics could not be fully verified.
Games and promotions reported before the shutdown
The same review reported a casino catalogue including crash games, slots, live casino, quick games and Sporty-branded titles, but its current game list and numerical RTP values could not be confirmed from the local operator pages. SportyBet's replies to Brazil customer complaints assert that games use RNG and are audited, but the responses do not name an independent laboratory or provide reports, and are not independent verification. Do not treat them as proof of game fairness or a per-game RTP disclosure. The review described several May 2026 campaigns and reported no registration or deposit welcome credit in the Brazil edition at that time. Those campaign observations are dated and should not be presented as active now without current first-party terms. Do not import a bonus from an African edition or an unaffiliated promotion page.
App listings observed before the shutdown timeline
The Brazil App Store listing observed on 26 September 2026 was titled SportyBet: Apostas Esportivas, Apple product ID 6776609743. Its developer-site and privacy links pointed to sporty.bet.br; it named Sporty Internet Limited as seller and Sporty Internet Group as developer. The dated listing showed version 1.209.3 (7 September), 217.3 MB, iOS 15 or later, an A18 age rating with in-app age verification, and Portuguese, Spanish, English and Swahili. It displayed 4.3/5 from 12 ratings, a small and non-representative sample. On 27 September, the exact Brazil storefront URL returned a page-not-found notice in both Portuguese and English; the public reader also failed. The cause and wider distribution status were not established. Retain this as a historical Brazil-specific identity, distinct from African ID 1504038308 and Mexico ID 6762451413. No installation, account routing or refund access was tested.
No official Brazil Android package ID was verified. Legalbet's Brazil review, updated 24 July 2026, asserts that a 32 MB Android app is available on Google Play but gives no stable package ID or verifiable Brazil storefront destination. Its claim that there is no native iOS app conflicts with Apple's Brazil listing observed on 26 September (product ID 6776609743) and appears stale. An indexed global Google Play listing identifies Sporty Group and package com.sportybet.android.gp, but opening the store page on 27 September 2026 returned 404. The official Brazil country gateway links to sporty.bet.br and exposes no Google Play destination. The local app-information route is JavaScript-rendered and revealed no verified store destination or official download instructions. Mexico has a distinct .mx package, while the third-party catalog's .brazil package claim is not an official source. Treat the Brazil Android channel and any present availability of the global package as unresolved; these findings do not prove that no Android app exists.
Customer experience and complaints
Reclame Aqui's business-verified SportyBet profile associates the local brand with BLAC JOGOS LTDA, its CNPJ and sporty.bet.br. For 1 March–31 August 2026, indexed profile versions report 247 complaints, 100% answered, about 56–57% resolved and 48–49% saying they would do business again; displayed service scores vary from 6.1 to 6.2/10, and the counts/average rating among evaluated complaints also differ slightly. The complaint list's 571 figure covers a broader all-time scope, not that six-month period. Treat these as dated platform indicators with a small rendering discrepancy, not audited statistics or a representative customer survey.
Individual posts include allegations of failed or delayed withdrawals, login and facial-recognition issues, account or stake limits, disputed settlements and promotion-value disagreements. One 18 September 2026 post alleged a credited sports win was reversed, producing a negative balance while the customer could not access the casino's Mines game; a 20 September company reply said the case was under review and promised an update within 48 hours. Separate indexed August complaint text alleges a R$150 Pix withdrawal failed alongside facial-recognition/login problems; the operator said it could not find a completed withdrawal request and asked for screenshots. A 14 July deposit complaint's operator reply says R$40 was credited after investigation. In a 19 February 2026 withdrawal complaint, a customer said a R$130 request was returned after facial recognition; SportyBet replied that it found a payment-provider or bank-side instability and that the customer completed a withdrawal a few hours later that day. The reply does not identify the withdrawal rail. An indexed October 2025 complaint describes a R$1,900 withdrawal blocked after facial recognition and login trouble; the operator attributed the issue to a site instability, while the customer later reported eventually entering the account and withdrawing with difficulty after more than a day. The amount in that final update is obscured, and the complaint page could not be reopened for this review. These are individual allegations and company responses, not independent adjudications or verified transaction tests; keep each allegation, response and reported resolution status distinct.
Safer gambling and support reports dated before the transition
A brand-published response on Reclame Aqui's verified-company profile, dated November 2025, described custom deposit limits, time-use controls and temporary or permanent self-exclusion, plus 24/7 chat and telephone support. That is a dated company statement hosted on a consumer platform; the current controls and contact functionality were not tested in the local site. Brazilian responsible-gambling requirements provide a separate legal baseline, but legislation alone does not prove that a specific tool is currently working in a customer's account.
A Goal.com Brazil review dated 24 September 2026 lists 24/7 Portuguese live chat, SAC phone 0800 591 9539, ombudsman email ouvidoria@sporty.bet.br and suporte@sporty.bet.br. Legalbet’s July review says human chat requires login, making the email and phone alternatives relevant when access fails. These are pre-transition secondary-source descriptions, not channels tested by BetAppStore. The operator’s public access notice independently confirmed the support email on 26 September. Confirm current contact details in the local footer or help center and retain case and transaction references. Current first-party complaint deadlines, escalation terms and refund handling remain unverified.
Other reported football features and products (historical)
In its review updated 24 July 2026, Legalbet reported selected SportyTV football, basketball and WTA streams, football Bet Builder and 1UP/2UP early-payout options. These dated reviewer observations do not establish current availability, market scope, stream conditions or accepted-bet/settlement behavior. The reviewer also described Sporty 11 as a weekly R$1 pool with 11 football predictions and a promoted R$100,000 top prize; a SportyBet promotional article on its verified Reclame Aqui company profile dated 19 January 2026 also uses Sporty 11 and describes 11 predictions. By contrast, Trivela's affiliate-disclosed review (updated 30 April 2026) describes a weekly R$1 product called “Jackpot SportyBet 12,” with 12 predictions and payouts for 12, 11 or 10 correct. Goal.com's commercial review (10 September 2026) also describes an 11-pick Bolão SportyBet. The public material does not establish whether these are one product with inconsistent naming, separate pools, a rename or outdated descriptions. No accessible official rules settle current availability, fixtures and pick definitions, entry caps, fixed versus pooled prize funding, operator economics, eligibility, cancelled fixtures, redemption, settlement, disputes or legal classification. Treat the pool as an atypical product with unresolved identity and mechanics, not an ordinary bet or current guaranteed offer; do not rely on any advertised prize without checking current official rules.
A Brazil consumer complaint published on 25 April 2026 illustrates a reported distinction between standard 1X2 and the early-payout market. The consumer said a television campaign suggested a two-goal lead would make the bet a winner, then disputed a losing settlement after Toulouse and Monaco drew 2–2. In its verified-company reply, SportyBet said the ticket was a standard 1X2 selection at 1.78, not the dedicated 1X2 2UP market, and said the 2UP (or 1UP) market had to be selected when placing the bet; it repeated that explanation in a follow-up reply. This is the customer's allegation and the operator's account of one ticket, not an independent adjudication or a complete rule set. It does, however, show why the market label and selection condition should be checked before treating an early-payout promotion as applying to an ordinary 1X2 bet.
