Following a prohibition that lasted over a decade, Ukraine re-legalized its gambling market in 2020 with the law 'On State Regulation of Activities on Organization and Conduct of Gambling.' This legislation established a new regulatory framework for various forms of gambling, including online sports betting. 

The primary regulatory body is the Commission for the Regulation of Gambling and Lotteries (KRAIL). KRAIL is responsible for issuing licenses, monitoring operators' activities, and ensuring compliance with Ukrainian law. To operate legally, online betting companies must obtain a specific license from KRAIL, a process which involves meeting requirements related to financial stability, software certification, and responsible gambling measures. The legislation also outlines taxation rules. Winnings are subject to personal income tax, and operators pay licensing fees and taxes based on gross gaming revenue (GGR). 

 Since the 2020 legalization, the online betting market in Ukraine has entered a phase of structured development. A number of operators have successfully obtained licenses from KRAIL to offer their services to Ukrainian customers. This has led to the availability of various licensed betting applications for mobile devices, typically accessible on both iOS and Android platforms. 

The market caters to a range of sporting interests. Football is a prominent sport for betting, including the Ukrainian Premier League and major international competitions. Other popular sports include boxing, basketball, and tennis. The esports sector also has a significant following in Ukraine, making it a growing category for online betting operators. The regulated environment aims to provide consumer protection, with licensed operators required to implement responsible gambling tools and adhere to data security standards.
