Cambodia has a national framework for licensed commercial gambling, but that does not make internet betting generally legal. The Commercial Gambling Management Commission of Cambodia (CGMC) oversees authorised venues and says Cambodian citizens are barred from gambling. The government moved to stop online gambling operations in 2019. What gambling is authorised?

The 1996 suppression law prohibits gambling except activities permitted by the Royal Government. The 2020 Law on Management of Commercial Gambling established the CGMC and a licensing framework for casinos, betting games and other commercial gambling. The CGMC describes its authority to license and supervise venues in Cambodia, approve permitted games and deal with certain operational objections. Its homepage says Cambodian citizens are prohibited from gambling. A foreign visitor should confirm a venue's current licence, permitted games and admission rules directly with the CGMC or the venue before relying on a marketing claim. What is the online-betting position?

The Telecommunication Regulator lists the government's August 2019 circular tightening control of internet gambling operations in all forms. The later commercial-gambling law regulates approved establishments; it should not be read as a blanket reopening of online sportsbook or casino access. No Cambodia-specific remote-betting licence for Betano was established. A page loading, an app listing or a working payment rail is not evidence of local authorisation or eligibility.

Who may enter a licensed venue?

The CGMC's public warning bars Cambodian citizens from gambling. The commercial-gambling framework also excludes minors: under-18s must not be admitted to gambling. Licensed venue locations and enforcement can vary between Phnom Penh, border areas and coastal provinces, but the main eligibility and licensing framework is national.
